A Public Accounts Committee (PAC) report has recommended the prosecution of several Electricity Company of Ghana (ECG) executives and officials for their alleged involvement in an unapproved GH¢180 million budget overrun in 2023. The scandal involves exceeding spending on thirteen budget lines without board approval, as revealed by an Auditor-General’s Report.

In this article, we delve into the number and identities of individuals implicated in this new investigative order by the PAC.

The PAC named former Managing Director Samuel Dubik Mahama, who resigned in 2024 and is assisting with investigations, as a key figure. He is accused of awarding contracts without adhering to proper procurement processes.

Former Board Chairman Alexander Afenyo-Markin is also under investigation by the Office of the Special Prosecutor (OSP) for alleged misconduct during his tenure. Additionally, he has been implicated in the scandal of over 1,300 missing containers at Tema Port, further compounding the severity of the allegations.

The acting Managing Director of ECG, Julius Kpekpena, who succeeded Mahama, admitted to the overspending before the PAC. While assuring the committee that corrective measures have been implemented, the extent of the overspending remains a central point of concern.

The Public Accounts Committee has also referred other unnamed ECG managers and staff involved in the unauthorized spending to the Attorney-General for prosecution, signaling a broad sweep in the pursuit of accountability.

The Auditor-General’s Report detailed how ECG exceeded budgeted amounts for various expenses without board approval. For example, the company budgeted GHC2.8 million for staff fuel but spent GHC3.6 million, budgeted GHC4.2 million for communication but spent GHC7.9 million, budgeted GHC40 million for consultancy but spent GHC58.6 million, and budgeted GHC3.1 million for stakeholders’ expenses but spent GHC49 million.

The PAC’s recommendation for prosecution underscores the seriousness of the alleged financial mismanagement and the need for decisive action to restore public trust in the ECG.
